Bollard Permitting checklist
A Revocable “R” Permit is required for privately owned bollards to encroach into the public right-of-way (PROW). R-Permit Applicants shall meet all the conditions of the Revocable Permit Requirements (RPR) Letter before BOE will issue the R-Permit. After the R-Permit is issued, the Applicant must obtain an A-Permit for construction and installation. You can apply for an A-Permit here.
Applicants can submit their application online via the Bureau of Engineering Customer Portal at https://engpermits.lacity.org. An Angeleno Account is required to apply. Instructions for creating an Angeleno Account are linked here. If this is the first time an applicant logs into the BOE Customer Portal, they will be asked to complete a new user profile. This is a one-time task. The profile information will be used to populate every permit or service request moving forward.
Required documentation for initial processing of R-Permit:
- Completed application
- Correspondence from the Los Angeles Police Department (LAPD) validating the necessity of the safety bollards installation.
- Sketch/Layout Plan (8 ½ "x 11" preferred)*
- Bollard Manufacturer’s Specifications and Cut Sheets
- Copy of the Grant Deed
- Copy of the Lease Agreement (if applicable)
- Appropriate fees received

*Bollard SKETCH/LAYOUT Plan CHECKLIST
The Sketch/Layout Plan does not need to be professionally drafted. A neat, legible drawing with accurate measurements is acceptable.
- The property and the public right-of-way information in the sketch should have the following clearly labeled:
- Property address
- Frontage dimensions of your property
- Frontage dimensions of the adjacent properties on both sides, including their addresses
- All property lines labeled “Property Line”
- Street Names
- Existing sidewalk and curb
- Parkway (landscaped strip between the curb and sidewalk), if applicable
- North Arrow
- The proposed bollards should show the following information:
- Shortest distance from each bollard to the curb face
- Shortest distance from each bollard to the nearest property line
- Shortest distance between bollards
- Center-to-center spacing between bollards
- Width of the sidewalk
- Distance from the sidewalk to the property line (aka border width)
- Two dashed measurement lines extending from each end of your property's frontage, perpendicular to the back of the curb
- Show nearby existing features. Label all existing above-ground features located near the proposed bollards and the shortest distance from each proposed bollard to every nearby feature shown on the plan including:
- Street and transit furniture. Maintain a minimum 72-inch (6-foot) clearance for any transit furniture. If this clearance cannot be met, approval from the Bureau of Street Services (BSS) – Transit Furniture Program is required.
- Trees and tree wells. Maintain a minimum 72-inch (6-foot) clearance from the base of a tree without a tree well. If this clearance cannot be met, approval from the Bureau of Street Services (BSS) – Urban Forestry Division is required.
- Bus stop signs. Maintain a minimum 30-foot clearance, measured parallel to the street. Bollards may be permitted at the back of a sidewalk that is at least 9 feet wide AND provides a sufficient Pedestrian Access Route (PAR).
- Fire hydrants. Maintain a minimum 60-inch (5-foot) clearance.
- Streetlights, traffic signals, power poles, and utility poles. Maintain a minimum 48-inch (4-foot) clearance. If clearance of streetlights cannot be met, approval from the Bureau of Street Lighting (BSL) is required.
- Mailboxes
- Newspaper dispensers
- Parking Meters
- Street Signs
- Driveways
- Curb Ramps
- Vault/maintenance hole covers
